构建京津冀区域创新系统是提升京津冀协同创新能力的有效途径。区域创新系统的建设要打破创新合作的地域障碍和制度障碍,推动知识、信息、人才等创新资源在京津冀地区的自由流动。欧洲研究区的建设旨在推动欧盟地区的研究与创新一体化,推动创新主体开展跨国、跨部门创新合作,其在十余年的建设过程中总结出了很多有益的经验,对京津冀地区构建区域创新系统具有启示作用。京津冀区域创新系统的建设应协调并完善各地区的创新制度,搭建创新项目的跨区域、跨部门合作平台,推动人才在京津冀地区自由流动,搭建区域创新系统的网络信息平台。

Constructing Beijing-Tianjin-Hebei regional innovation system is an effective way to improve the ability of collaborative innovation. The regional innovation system should remove the regional or institutional barriers, promoting a free flow of knowledge, information, talent in Beijing-Tianjin-Hebei areas. European Research Area(ERA) is aimed at prompting the integration of research and innovation in European Union region. It has been constructed more than 10 years and gained much experience, which is of enlightenment for constructing Beijing-Tianjin-Hebei regional innovation system, such as coordinating innovational institution among different regions, constructing cooperative platform for innovative programs, improving talents flow and building network information platform of the regional innovation system.
