西柏坡时期是党的革命形势面临重要转折的关键时期。在此阶段，为将革命战争更好的引向胜利，中国共产党在继承过往优良传统的基础上，积极总结经验、教训，结合西柏坡时期特殊的革命形势，不断探索全新的廉政制度建设思路，建立起了一套内容完善、体系健全的廉政制度，为中国共产党执政水平、执政能力的提升奠定了坚实的基础。西柏坡时期廉政制度建设的主要内容包括请示报告制度、党委制制度、代表会议制度等几个方面。站在时代发展的角度，面对新时期的廉政制度建设，要坚定中国社会主义革命理想信念不动摇、坚决贯彻执行艰苦奋斗的革命本色不改变、继续保持为人民服务廉政制度建设理念，以此来彰显西柏坡时期廉政制度的时代价值，为新时期廉政制度建设提供养分。

The Xibaipo period is a critical period in which the party's revolutionary situation faced an important turning point. At this stage, in order to better lead the revolutionary war to victory, the Communist Party of China(the CPC), on the basis of inheriting the fine traditions of the past, actively summarizes experience and lessons, combined with the special revolutionary situation in Xibaipo period, constantly explores new ideas for building a incorrupt government system, establishes a set of incorrupt government systems with perfect contents and systems, and lays a solid foundation for the improvement of the CPC's ruling level and ability. The main contents of the construction of the incorrupt government system during the Xibaipo period include the system of requesting instructions and reporting, the system of party committees, and the system of representative meetings. From the perspective of the development of the times, in the face of the construction of incorrupt government system in the new era, we must firmly uphold the ideals and beliefs of the Chinese socialist revolution, resolutely implement the revolutionary nature of hard work, and continue to maintain the concept of serving the people in the construction of incorrupt government systemto demonstrate the historical value of the anti-corruption system during the Xibaipo period and provide nutrients for the construction of the anti-corruption system in the new era.
