为进一步推进基层体育治理现代化，加快群众参与基层体育治理新局面，通过文献资料、逻辑分析等方法，对新时代群众参与基层体育治理的理论基础、价值意蕴、制度变迁、实践逻辑进行了梳理，并全面剖析了新时代群众参与体育治理的4种形式，分别为政府引导、自主参与、民主协商和多元联动.针对当前群众参与基层体育治理存在的问题，从制度建设、治理机制、群众能力等方面提出了群众参与基层体育治理的推进路径.

In order to further promote the modernization of grassroots sports governance and accelerate the participation of the masses in grassroots sports governance, this article sorts out the theoretical basis, value implications, institutional changes, and practical logic of mass participation in grassroots sports governance in the new era and comprehensively analyzes the four forms of mass participation in sports governance in the new era,which are government guidance, independent participation, democratic consultation, and diversified linkage. In response to the current problems of mass participation in grassroots sports governance, the promotion path of mass participation in grassroots sports governance is proposed from the aspects of institutional construction, governance mechanisms, and mass capabilities.
