红色文化发展应贯彻“创新、协调、绿色、开放、共享”五大发展理念。目前，河北红色文化发展与创新、协调、绿色、开放、共享发展理念的要求存在差距，在技术创新、满足受众需求、文化产业建设等方面存在不足。河北红色文化发展应从完善以政府为主导的多元文化治理体系、坚持文化创新、注重红色文化区域发展平衡、融合绿色发展理念、坚持开放及共享发展理念等几个层面着手，进一步挖掘区域红色文化发展要素，推动河北红色文化健康、良性发展。

The development of red culture should implement the five development concepts of "innovation,coordination, green, openness and sharing". At present, there is a gap between the development of Hebei red culture and the requirements of green, open and shared development concepts, which is specifically reflected in the deficiencies in technological innovation, meeting the needs of the audience and the construction of cultural industry.The development of Hebei red culture should start from several aspects, such as improving the government led multicultural governance system, adhering to the innovative core position, coordinating red culture stakeholders,integrating the concept of green development, adhering to the concept of openness and shared development, so as to further tap the development elements of regional red culture and promote the healthy and benign development of Hebei red culture.
