推进农村现代化，不仅要注重物质文明建设，还要注重精神文明建设。当前农村现代化进程中精神文明建设面临主体、载体、文化和人才四重困境。浙江“千万工程”的精神文明建设既注重坚持党的领导，也注重发挥农民的主体作用；既注重“硬件”建设，也注重“软件”建设；既注重弘扬乡土文化，也注重发展先进文化；既注重乡村人才引进，也注重乡村人才培育，不断满足农民群众精神文化需要。学习运用“千万工程”的经验，推进农村精神文明建设，应发挥多元主体作用，加大精神文明建设载体投入力度，弘扬优秀乡土文化以及优化人才队伍建设，营造良好乡风、民风和家风，推动农村现代化发展。

To promote rural modernization, it is necessary to focus not only on material civilization construction but also on spiritual civilization construction. Currently, the spiritual civilization construction in the process of rural modernization is confronted with four major predicaments: subject, carrier, culture, and talent. The spiritual civilization construction of the "Thousand Village Demonstration and Ten Thousand Village Rectification" project in Zhejiang Province not only emphasizes the leadership of the Party but also highlights the main role of farmers.Emphasis is placed on both hardware and software development. It not only promotes local culture but also develops advanced culture. It pays attention to both the introduction and cultivation of rural talents, constantly meeting the spiritual and cultural needs of farmers. To learn from and apply the experience of this project to promote rural spiritual civilization construction, it is necessary to play the role of multiple subjects, increase investment in the carriers of spiritual civilization construction, promote excellent local culture, and optimize the construction of the talent team, creating a favorable rural atmosphere, folk customs and family traditions to promote the development of rural modernization.
