海关旅检监管业务流程再造的路径探索——基于关检融合的背景

摘要:

随着2018年国务院机构改革方案的实施,原国家质量监督检验检疫总局的出入境检验检疫划归海关,海关旅检工作、新时代关检融合、回应进出境旅客等方面需要对海关旅检监管业务进行流程再造,以实现现场业务更加顺畅、人力资源充分使用、提升执法统一性、解决繁杂的内部管理手续、旅客通关体验明显改善、通关时间明显缩短等预期目标,但要解决再造没有回头路、人员整合与培训是关键、避免"为创新而创新"情况产生、要学会迅速调整等难点。应以流程再造理论为指引,借鉴典型国家海关再造的经验,从旅检监管各岗位职责的再造、监管场所的再造、作业信息系统的再造、成立集中研判的旅检风险防控中心、建立科学的评价体系等方面探索流程再造的实施路径。

Abstract:

With the implementation of the institutional reform plan of the State Council in 2018, the entry-exit inspection and quarantine of the former General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China is placed under the Customs. Customs inspection work, integration of customs and inspection in new era, and response to inbound and outbound passengers need to reengineer the customs inspection and supervision operations to realize expected goals: smoother filed operations, full use of human resources,improvement of law enforcement uniformity, settlement of complex internal management procedures, significantly improved passenger clearance experience as well as obviously shortened clearance time, etc. However, it is the key to solve the problem of reengineering with no turning back, personnel integration and training, avoiding the situation of "innovation for innovation", and learning to adjust quickly, etc. Taking the process reengineering theory as a guide, drawing on the experience of customs re-engineering in typical countries, the implementation path of the reengineering of customs passenger examination operations process is explored from the terms of duties reform of each position of customs passenger examination supervision, supervision site and operation information system, setting up centralized inspection and risk prevention and control center, and the establishment of a scientific evaluation system.
