新进思政课教师岗位胜任力不足,已成为掣肘高校建设高素质思政课教师队伍、提升思政课教学质量的关键瓶颈。本文围绕高校新进思政课教师胜任力发展问题,从理论阐释、问题剖析、实践对策3个方面展开系统分析:在理论阐释层面,科学界定其胜任力内涵特质,提出基于政治理想的鉴别性胜任力与基于业务技能的基准性胜任力核心向度;在问题剖析层面,揭示其胜任力发展面临内外挑战,自身因素存在政治素养提升、职业理想深化难题及教学实践短板、学术科研乏力等问题,外部因素受成长支持体系缺陷、考核评价制度科学性欠缺、育人平台资源效能不足制约;在实践对策层面,提出新进教师需铸牢政治理想胜任力根基、锻造业务技能胜任力本领,院校应构建阶梯式培育、发展性评价与个性化支持相结合的保障体系,形成政治引领与专业发展相统一、个体成长与制度完善相协同的培育生态。
Abstract:The insufficient competency of new university ideological and political theory teachers has become a key bottleneck restricting universities from building a high-quality team of such teachers and improving the teaching quality of such courses. This paper focuses on the competency development of newly appointed ideological and political theory course teachers in universities and conducts a systematic analysis from three aspects: theoretical interpretation,problem analysis, and practical countermeasures. At the level of theoretical interpretation, it scientifically defines the connotative characteristics of their competency and proposes the core dimensions of differentiating competency based on political ideals and benchmarking competency based on professional skills. At the level of problem analysis, it reveals the internal and external challenges faced in their competency development: internally, there exist difficulties in improving political literacy and deepening professional ideals, along with shortcomings in teaching practice and inadequacy in academic research; externally, their development is restricted by flaws in the growth support system, lack of scientificity in the assessment and evaluation system, and insufficient efficiency of educational platform resources.At the level of practical countermeasures, it is proposed that new teachers should consolidate the foundation of competency rooted in political ideals and forge the capabilities of competency based on professional skills; universities and colleges should construct a safeguard system integrating stepped cultivation, developmental evaluation and personalized support, so as to form a cultivation ecology where political guidance and professional development are unified, and individual growth and institutional improvement are coordinated.
