城市经营是把经营的理念运用到城市建设和发展过程当中,是一种新的城市建设、规划、发展和管理模式。然而,这种新的管理模式却是一把双刃剑,它一方面能够给城市带来更好的经济和社会效益,另一方面也使城市发展潜存着一定的负效应并随之引发一系列经济和社会问题。城市建设资金不足的现实约束、对城市经营的认识偏颇、经营主体的利益驱使、经营决策过程的程序缺失等原因,导致城市经营的诸多负效应,集中体现为过度干预、过度开发、过度经营和过度借贷,进而造成严重的不良后果,如大批政绩工程的涌现、政府寻租行为的泛滥以及城市的负债经营等。

Urban management is a new model for city construction,planning,development and management,which means carrying out the idea of management.However,this new management model is really double-edged sword,which benefits and hurts at the same time.It brings development for the city,while causes many economic and social problems.Because of funds shortage,misconceptions,self-interest motivation,as well as procedural irregularities,urban management model often cause some negative effects,including excessive intervention,over-exploitation,excessive management,and excessive borrowing.As a result,a large number of performance projects emerge,the government rent-seeking behavior floods,and the cities run with big debt burden.
